Email Throttling Feature

What I need: A throttling feature for the newsletter mail.
Details:
I am using hostgator shared hosting and everytime I send a newsletter (to roughly 800 customers) via opencart my server crashes and the email bounces. The hostgator team said I should use "throttling" when sending out newsletter as sending out an email to all 800 customers at once slows down their server and is against their policy.
On their website (http://www.hostgator.com/mailpolicy.shtml):
HostGator's email policy states that shared and reseller customers should only sending out a maximum of 500 emails per hour.
Any time you're sending a message no matter how large your e-mail list is you must throttle it. We recommend you throttle it to at the very least sending 1 email every 8 seconds. (Sending 1 every 8 seconds would send 450 emails within 1 hour, keeping you below the 500 outgoing email limit.)
