The shipping company I deal with calculates rates like this:

1st 0.5 kg costs $23
Every additional 0.5 kg costs $7.5

How can I map this in OC?

I tried the default weight shipping module, but it's tedious. I have to calculate the rate every 0.5kg up to 100kg for 5 zones!!!

Yea this is a glaring hole in the core. There are some shipping extensions that do this I think.. but we really need to add this to the core

The extension discussed in this thread might be just what you are looking for, once the author modifies it for kg calculation.

You can use the Base Cost field to create the rates you want. You would set the Base Cost to $15.50, and then set the Rate field to charge $7.50 per 0.5 kg. This would charge $23.00 for the first 0.5 kg and $7.50 for every 0.5 kg thereafter.

The weight class is pulled from the store's weight class, so if the store is set to kg then the module will be set to kg.
