USPS Shipping Problem

Hi I am running 1.4.9.4 and just installed the [v1494] Patch for USPS (v3). I did a test purchase and still I dont have first class mail for a package. I have checked in admin First Class. I don't have the First Class Envelope checked. I use both options. How can I get the first class package option working.

firstclass for domestic is based on the weight being 13oz or less as a minimum requirement. As long as you have First class type as "Parcel" and the weight is 13oz or less, it should show
