The GoogleCheckout module currently is only available for OpenCart 0.7.9, not for OpenCart 1.x. We are working on a new GoogleCheckout module for both OpenCart versions, and this new module will work as an express checkout, unlike the other OpenCart payment modules.

This is a bug I will fix it. You need to go into phpmyadmin and delete the google module from the extenion table.
