Enable Countrys and Zones in Admin 7.9F

This little package will allow Country and Zones to be enabled or disabled from admin.
By default, all countries are disabled and all zones are enabled.
This can be modified in the SQL if you want it different. Notes are included in the SQL file.
This limits Account Create, Account Address, and Shipping Address to only have available the
enabled Countries and the enabled Zones for these countries.
I have installed on three sites for testing and all seem to work as expected.
I would like to get some feed back on improvements or additions that might be required.
