Can't get site to verify

I can't get google webmaster tools to verify my site using meta tag or html verification. I'm new to all of this so any help would be appreciated. The error I'm getting with the html tag is We've detected that your 404 (file not found) error page returns a status of 200 (Success) in the header.
From reading about this it looks like I may need to add code to a error.php file. Does anyone have any ideas?
