Option to Quote Freight

I was just wondering if there is an option for the shopping cart to allow for individual shipping quotes a bit like ebay allows before payment? This allows the shopping cart owner to revise cost before going to payment.

I use "Weight Based Shipping" and set products that I need to quote fright on as zero kg. I've modified the language file (and geo zone) associated with it and so when a customer orders a product that weighs 0kg, the only shipping method available is "Courier Quotation", and they know that there will be additional postage costs to come.

I think that I may have seen someone discussing a commercial extension that lets you update the shipping amount in admin (ie. you can add that amount to the order and then send the customer the updated total/invoice).
