OpenCart has multilingual support. It just takes one person to take the english language files and convert them to portuguese and it will work. If there are no conversions yet in the contrib section, you will need to convert it yourself.
Be sure you have the latest OpenCart 0.7.9 version.
The portuguese language pack hasn't been updated in a while so there are likely new language references in the code that aren't in the language file. With the latest version of OpenCart, it will fallback to English, letting you know that you need to update the language file for that reference
