I know this is so 5 years ago, but I actually like the effect, and thought it might be useful to others.
The js, etc is by Christian Harz, webpicasso media (http://www.webpicasso.de/blog/pageear-f ... l-away-ad/). He has now released a new version with an administration panel plus other neat features (http://www.pageear.com/).
I just wrote the vQmod xml file, and made the folder structure.
You can see a demo on the developer's website.
In the past, I have used this for promoting specials. If using on my own store, I put the peel on the left hand side, as it can sometimes cover the content in the top corner of the screen if the screen resolution is low (so in my case, the currency selector would be covered).
