At work we have three PCs, soon to be five.... I want one of them to act as simple file repository (I'm avoiding the word server) and have it all peer-to-peer.
Everyone is trying to sell me a server £2k+ once the installation is added, but we simply don't need a server, and not one of these salesmen have explained to me why they think I need a full-blown server.
I want to buy four new PCs and use one of the existing ones as 'server'... essentially just another pc on the network that keeps the artwork and word file and the customer database. Emails are IMAP... so I can see them at home and at work... so I don't think we need server software... a regular windows XP or 7 should be fine, right?

What you are planning to do should work just fine. Add all of the computers to the same "work group so they can all see each other and most importantly the one you want to act as the file server. On the file server you should "share" the hard disk. Do this by clicking on the "Computer" (My Computer) icon on the desktop and then right clicking on the "C" drive. Then you can select "Share this drive" and proceed from there. After sharing the drive each of the other computers can see and copy files to the "file server." You may want to invoke permissions during the sharing setup by requiring a password to access the drive. You may also want to "partition" the "file server" drive to help keep data organized.

One option for you which I have done for many of my customers that do not need a server. Is get a desktop storage from netgear there come in many size and are networkable to and can be raid to so if you get a 4 1000GB and one of the drives go down you not lost all you hard work. I agree with revjono, you don't even need a server/entire desktop machine. I picked up a brand new Buffalo 1TB network drive last year from ebay. Was a piece of cake to set up and will consume less energy than an entire machine. Note it was connected via LAN too not wireless, which actually makes transfers quicker. There is also an extra couple of USB ports on it too to add external USB hard disks to it! Pretty incredible for the price ~£80 ($150). It also means that you can use the backup to network location with windows (which is why I originally got it) - Only available on windows pro versions as far as I know but still something you should consider
