Please CONSIDER a 'Starting Order ID' field and 'Order ID increment' field in Admin.
Maybe the starting Order ID not being available to alter after the first transaction, or checking for a db value < or > than a newly entered value, etc.. The increment value could be changed at any time. Moving from another cart to OpenCart store owners are insisting on continuing their high order ID or invoice number sequence. I agree.
