Page not found. In admin panel/usegroups

I was going to install the free import/export module, so I need to go in system-user group to edit something there.. When I enter that page it says 'Page not found'. How could I solve this?

It is a fresh site. I am using Algozone premium template. And Seo urls is also not working..

I have fully functional zencart website at the server, everything works fine on the zencart site..

If it is a fresh install I would re-upload the files or do a fresh install.

I am running PHP as Apache, does that have anything to say? Should I run PHP as fastcgi?

I did reinstall opencart and everything seemed to work now.. User groups etc is working but suddenly I started getting that error message on modules instead of usergroups.. Strange..
