[LANG] - German Translation from 0.7.8

German Language Pack update from 0.7.8

The latest German language on the contrib site was from 0.7.6. This is the one that 0.7.8 used before we ripped it out, so it should be the most complete.

This is the core german language pack ripped from OpenCart 0.7.8.
We no longer support it as part of the core in 0.7.9+, so we are releasing it as a language pack
