I'm running OC 4.0.2.3. I was receiving emails whenever an order was placed.
I upgraded to 4.1.0.0 and ran into other issues.
I restored my site back to 4.0.2.3 and after I got it running again, I no longer get an email when an order is placed.
I have a 2nd site (which is running OC 3.0.3.9 and I do get order emails) and I have check all the Mail settings and they are exactly the same on both sites.
I have double checked all the settings in the Mail tab and they look correct and I have Orders checked under Alert mail.
Anything else that might be preventing the emails from being sent?

a) Have you confirmed if the order emails are being sent out at all?
b) Have you checked if the emails are being delivered to your Spam folder?
c) Are both websites hosted on the same server and under the same domain?
d) What if there is an issue with the mail server?
e) Have you checked all your server logs and OpenCart logs?

Are you using SMTP settings, of PHP Mail?
Also, you shouldn't use OC 4.0.2.3 for a live site, it simply has too many bugs, many of them are fixed in the OC 4.1.0.0, but even there, some are still being addressed for the upcoming 4.1.0.1 release.
The OC 3.0.4.0 still is the most stable release for live sites and supports PHP 8.x versions, too.
