Upgrade from 2.2.0.0 advice

Hello all,
I'm trying to upgrade my website from 2.2.0 to OC3 in the cheapest way possible.
I have another domain I hosted on the same server that i was hoping to load up a newer version and using the import/export tool transfer all the products, customers, orders etc, tidy things up and then move it to the correct domain.
I keep hitting walls with php. My server is using php7 and the site seems to be working ok with that, but when ive uploaded the files for the newer version on the other domain its saying I need php7.3+, am I safe to change the php version on my server? Is there any easier upgrade option?

Fresh install and using import export is good idea but it will not do orders but there are other posts on how to do the rest of the data import/export tool doesn't do.

A new install of OC 3.0.4.0 is recommended. You can port your old data to the new server via the Export/Import tool, see also our FAQ on how to do it.

After that, install any other extensions as needed for your new site.
