I installed 4.0.2.0 and Journal v3.2.
I can't change anything on System - Settings, even to turn on Maintenance Mode. ss1
I can't change currencies.
I can't add Weight and length classes.
When I add them, they don't appear - ss2 ss3
How can I resolve these issues?

OpenCart 4.0.2.0, as well as all the succeeding 4.0.2.x releases, are way too buggy and shouldn't be used for production sites, unless you are developer who knows how to fix software bugs. Also, you are using the Journal3 framework, which isn't the same as OpenCart, and this framework has too many issues, too, see this forum thread.
For a live website, we recommend the current OpenCart 3.0.4.0, along with a proper web theme (not the Journal3 framework).

I just successfully installed OpenCart Version 4.0.2.3 - the problem would most likely be the Journal framework or maybe PHP settings.
1) Did you try installing Open Cart 4 on its own and did you have success adding options prior to installing Journal?
2) What was the PHP version you used when you installed Open Cart? I kept having to change mine and lately it's been on PHP v8.1 but Journal says it only works for 7.4
3) If you can get Open Cart 4.0.2 to work on its own on your server and then it stops working after you install Journal, I would take it up with the technical support from Journal since I believe that's a paid theme. If I believed my issues were caused by a theme I would contact the theme makers.
4) Just use a stable version of Open Cart like v3, your theme covers it still. I may end up having to do this as well.
