The IP address 104.28.195.185 is not blocked by the forum moderators, so this would be a site-level block. You would need to contact the OpenCart team about that:

However, that IP address is a Cloudflare one, so I'm not sure why you were getting it. You should point that out to the OpenCart team and see what they say about it.

This IP-address belongs to the CLOUDFLARENET range of addresses. Are you using CloudFlare? CloudFlare usually isn't worth the trouble for users.
