We only sell services so there is never any need for shipping address. But still the customer has to fill in shipping address in checkout. I have set shipping not needed in the product data but it does not help.
And the customers get annoyed
Any way to do this

This is indeed one of the many software bugs in OC 4.0.2.3. For a live store you should use OC 3.0.4.0. Or wait until at least OC 4.1.0.0 gets released, though this may still take a while.
