This site probably sells a lot of illegal copies, such as from DreamVention or Jonathan. Many of the OpenCart extension authors either simply don't care, or don't know about it.

I've been aware of the site for a while, and they're all stolen copies being illegally redistributed.
It's not that we developers don't care, it's that we can't do anything about it. He's a thief and a criminal that doesn't care about copyright protections, and small developers don't have the resources to pursue legal action (especially from around the world). If anyone has the time and resources to shut him down, be my guest.
