I ran into a problem where the website shows the same message every time I try to log in. The same message appears even when connecting after several hours.
I tried to change the password through phpmyadmin, but the exact same message after a while still gets the same message.
I also changed that this happened to several sites at the same time, although they are all unrelated to each other and are accessed from different devices.
The message is displayed: Warning: Your account has exceeded allowed number of login attempts. Please try again in 1 hour or reset password.
How can this problem be solved?

You could try to delete the relevant entries in the oc_customer_login DB table using PHPMyAdmin, and try the login again.

It seems like an attack so it'll just happen again immediately. We need a more permanent fix.

We now have a permanent fix on the OpenCart Marketplace:
Admin Panel Login Attempts Fix
This will prevent login attempts from other IP addresses locking you out of your admin panel, while still keeping those IPs blocked.
We'd also recommend switching to a more secure server to prevent mass login attacks in the long term!
