Style Edit

Hello friends,

I installed OpenCart 4.0.2.3 version on localhost and I am making some additions and deletions as I wish.
When I edit the Twig files and refresh the page again, I can see that what I have done is active, but when it comes to the CSS part, the system behaves differently. I add something to the css file, save the file, refresh the page with ctrl + f5 and see that there is no difference. I go back and look at the css file and see that what I added has disappeared.
There are 2 different files named stylesheet.css and stylesheet.scss.
I also turn off the caching section in the management panel, as in OpenCart 3x versions, but I could not figure out why the problem occurred, I was confused.
What is the trick to this? I am waiting for the comments of those who know.
