Simple question. What is the best version of Opencart for a brand new store right now and why?
Most likely this one, because OC v.4.x Editions are still in the late Dev-Stage.

OpenCart 4 is still subject to bugfixes and development. For live store we suggest OpenCart 3.0.4.0 which is based on 3.0.3.9, with some bugfixes and security patches. Most extensions for 3.0.3.8 will also work for 3.0.4.0. There is also a version 3.2.0.0 but it won't work for many of the existing OCmod-based extensions without some adjustment to them because of its many formatting changes.
