I have OC 3039 , I use “show price without vat” option. Is possible to appearing the text “vat not incl” next to price in product page and Below the price to category page? Thank u

Not really, because Journal is using its own functions which are partly complete different from the core files.
Telling you "how to do" with the default template will therefore not work.
You should contact the Journal support as already supposed!
