Payment methods Grayed Out

I am attempting to enable payment methods on a new open chart store. All methods related to accepting funds are grayed out (see attached screen shot). I am specifically trying to set up paypal, but noticed all the payment methods are greyed out. I am thinking there is a setting or required piece of data that is causing this issue. OC Version: 4.0.2.3

No, you simply did not understand how the system works.
They are not "greyed out" - they are simply not installed (acivated)!
Just hit first the green button, then you can edit the settings and use that payment method ...
