I'm new to opencart and I'm wondering if there is a built in capability for maintaining a customer balance, amount owed/paid, etc. There does not appear to be any obviously 'purchase order' payment methods or 'make payment' options I can see so, before I go looking for and/or building something, I wanted to make sure I wasn't just missing something somewhere.

OC doesn't have this feature. An order is normally fully paid. Have you checked the OpenCart marketplace for a suitable extension? Or you may consider the PayPal Checkout Integration extension which also offers a 'Buy now and Pay in 3' function.
