Nope, OpenCart Coupons don't block usage by IP address. Have you checked if there are any restrictions of the coupon code that might have taken effect? Such as uses per customer, category/product restrictions, coupon restricted for logged in customers only? In my opinion, ModSecurity is a terrible piece of software that is very often blocking legitimate functionality. It has so many false-positives that it's essentially useless.
