Maybe weird question. Can Opencart block the use of a store coupon based on the IP address of the user? We've been troubleshooting one of our store coupons. Seems to work for some customers, and not for others. Also, it doesn't work for staff. If we try to enter the coupon at checkout, from any computer or phone that is connected to our office internet. Nothing happens, when we press the 'submit' button. If however, we disable the wifi on the phone and use cellular data instead, then the coupon works normally.

While there might be extensions on the Marketplace that may allow IP addresses to be blocked, it won't prevent DHCP addresses to be re-assigned.

Nope, OpenCart Coupons don't block usage by IP address. Have you checked if there are any restrictions of the coupon code that might have taken effect? Such as uses per customer, category/product restrictions, coupon restricted for logged in customers only? Unless you have a third-party extension installed, it's not possible that OpenCart is blocking usage by IP address.

What security software does your host have installed? Things like ModSecurity can block functionality like this sometimes.

Make sure. you also try by disabling by your all other extension and clearing cache to check basic "coupon" system is working in all condition.

In my opinion, ModSecurity is a terrible piece of software that is very often blocking legitimate functionality. It has so many false-positives that it's essentially useless. Disable that, and try again.

Yes, I have heard this before from other server freelancers. Actually I thought we had it disabled, at one point. Will check this.

Good idea because hosts sometimes re-enable it without telling anyone.
