I can't find the original Opencart carousel. There is an Owl slider but it is not a carousel.
How can I get the carousel?
I can see the carousel files just no way to create a carousel in admin.
Also and this is not a biggie but would be appreciated.
On the dashboard there is a box labeled Ernie's OpenShop Infos with TEST TEST TEST in it. It looks like it was a test for something. I can't figure out how to remove or modify. Seems like it might be in a javascript as I can't find it on the template.

To get the carousel, you need to install and enable the Carousel module in your admin panel. You can find it under Extensions > Modules > Carousel. You also need to create and assign a banner to the module and select the layout and position where you want to display the carousel.
To remove or modify the Ernie’s OpenShop Infos box, you need to edit the admin/view/template/common/footer.tpl file. You can either delete the whole <div id=“footer”> section, or change the content inside it.

Realistically at this rate, I'd advise just upgrading to v3.0.3.9
PHP 7.4 is EOL (End of Life) and so it's no longer secure and there are a lot of improvements worth the upgrade.
