I see a number of others have had problems in the past with no shipping zone for Isle of Man, but none of the solutions were helpful for me.
I am using the Royal Mail shipping extension and have it enabled for all zones.
I have a UK shipping geo zone that is set to all zones.
I added IoM (all zones) to my UK shipping geo zone but I still see Warning: No Shipping options are available.” in the checkout.
IoM has no regions so I tried adding adding "Isle of Man" zone to Isle of Man country. This now shows as the only option for region when entering the address, but does not solve the problem.
I added a new Isle of Man shipping geo zone (with all zones selected) but that does not solve the problem.
I cleared the caches - doesn't help.
The only solution seems to be to delete Isle of Man country and add it as a UK zone, but this may upset IoM customers.
The Royal mail extension is otherwise working fine for all domestic and international destinations.
How do I get shipping to Isle of Man to work?
If you didn't want to add Isle of Man to the UK then you would need to edit upload/catalog/model/extension/shipping/royal_mail.php.

I live on the Isle of Man, most of my sales go to the UK but I do sell some stuff on Island. I have the Island set both as a separate Geo Zone and also include it in the UK Geo Zone.
