Custom Extension Request

i need an extension for OC 4.0.2.3 that lets the customer enter a height and width which puts an overlay on the product image and allows them to resize, move and crop image to fit where they want in box defined by their 2 measurements, its for custom blind prints so will also need a design your own option so instead of using an image i advertise they can upload and resize a picture of their own and the when they place the order it shows me which part of the image they have chosen to have printed. It needs to be like on this link

i believe it uses a java script called cropper.js

but i have no idea how to do this so does anyone know of a extension mod that will do this or anyone that could build this please, quotes welcome please and any suggestions for best place to post this request.
I Believe this type of mod could sell in the marketplace as ive seen many people asking for a simalar mod whilst searching for a solution so well worth the effort i think as i think there would be quite a few sales generated for this mod and will pay for mod if price and work is right
