Have translated original language files. How do I install the translation?

OC 4.0.2.0. Have translated catalog/language/en-gb and admin/language/en-gb to Swedish, fixed flag, etc. But it seems as I simply can't drop the two new sv-se folders in the language folders, have a few settings fixed both for OC in general and for the shop in question. In fact, even if I get the Swedish flag to show up at shop front and select Swedish, the English words remain activated

I did a similar translation in a OC version 3-something a few years ago and it worked just fine.

Can someone help out?

Language packs are handled differently in OpenCart 4. See the translation example, it uses the OC extension Installer!

How do I translate the original english and install the translation? Make OC activate it?
Yes, I see the translation example. OK, it uses the OC extension installer. But how do I translate and install from scratch? How do I even create an extension?
