User group Permissions - Region / State not selectable

Using latest v4.0.2.3

i have setup User group Permissions for sales staff , selected everything they need to work with customers ect , including reports .

issue is when view customer and edit any customer details . Error message to check fields. i found the Region / State EMPTY not selectable as its empty , and in the drop down , still empty and not selectable.

Login as admin , the Region / State for the customer is showing correct with the right information .
any help would be good

You need to give permission for localisation/country.

Thanks , That worked. I did not giving any access or view to the settings section, as it should not be required.
but i spose system menu with just localisation will have to do.
