Install theme in oc4

I have downloaded and installed 2 themes - TMD spare parts and the webocreation example theme. I go to extensions, install, and enable and nothing changes in my catalog. I've tried this with the default theme enabled and disabled and nothing changes. No record appears in oc_theme, so I think I'm not actually having any effect. Can somebody tell me how this is done?

Some more possibly useful information. I put some log->write's in the startup controller. It's registering a listener for view/*/before, but the listener is never called.
