i have deleted all files and the DB and after that upload the newest version and create new DB

I have cleared browsing data of the three browsers - Firefox Chrome and IE.

Go to System -> Maintenance -> Error Logs and check if something is added there on user creation.
If yes, post this here.

There was probably an issue with your SMTP email settings. If you did want to workout what caused the issue, you could check your PHP error log (not the OpenCart one). Ask your host if you don't know where to find it.
