If i Checkout and i am at Step 4: Delivery Method and choose Continue , i cant get furder.
I find out there is at the Shopping Cart a option named Estimate Shipping & Taxes / Enter your destination to get a shipping estimate.
Only if the customer use this tool i have no problem as I stated earlier.

What version of PHP are you using? Have you checked both your PHP and OpenCart error logs for related errors?
Is there any message when you click continue? Anything in your web browser's developer console?

the server respons mostly with a time out after a while
I find in the server error log

But i think these is normal the payment AFTER shipping

Use OC -3.0.3.8 and 4.0.1.1 & default theme

Well OpenCart 3.0.3.8 isn't compatible so you'd better switch back to PHP 7.

My host replies:

There are limits CPU and RAM (shared server)
1). Important for resource optimization is caching, this can make a big difference in memory usage. We recommend using the Litespeed caching plug-in for caching; https://support.cloud86.nl/hc/nl/articl ... -WordPress.

2). Limit the number of plugins in your website, the more plugins the higher the memory usage. Removes unused plugins and deactivated plugins.
So i must find out.

So basically they haven't put you on a powerful enough server. You could try our hosting?
