Manufacturer and category list not working for french in the admin panel

Well, the OC Version you use should not be used, only the latest OC v.4.0.2.1, because your Version used is still very buggy, and not ready for production purposes, it's as easy as that:

I just tried version 4.0.0.0. It had the same problem. Now I will try version 4.0.2.1 which I downloaded from github as you said.

Very strange, this error only happens when french language. Other languages are fine.

I built the website. admin panel is english and language cannot be changed. Currently only french language is installed and other languages are deleted but it still shows as english.

that doesn't work either.
