Shipping option display USA vs INTNL

I just installed open cart version 1.4.9.1.

I am using flat rate for international shipping. working good for international but also gives me info for the USA.
and I am weight based rate for US shipping. so geo code is USA, but I get both shipping options as shown for USA address.

USA Flat Rate Shipping
USA $5.00
Flat Rate International
Flat Rate International $11.00

Flat rate = all zones
Weight based = USA

So Is there any way for the USA address to just show the usa weight based option? I get the INTL option as well.

If you could exclude a country from the geo codes that would work also. but I would need the code to do that.

use weight based shipping. Create a geozone for USA and a geozone for intl
set 9999999:5.00 for usa
set 9999999:8.00 for intl

Thanks , maybe I must have missed something, but how do I create a geozone (INTL) for all countries except USA?

Well that is a difficult thing at this time unfortunately. You have to add each country manually to the zone.. All countries except USA.

Thanks, It would be good to have an option where you display all countries, as you do when you display the country codes, with check boxes, click select all and then scroll down to the country you dont want to include.
That I think would be easy to do as that table is already defined, but I dont know how to code, so just a suggestion to try if you want.
