Opencart 3.0.3.8 was working fine until yesterday. My server only allows up to PHP 7.4 which I have it set to. I all of a sudden received this on my website this morning. I am not that savvy on the inner workings, so dummy it down for me lol. Any help is appreciated.

UPDATE: My server provider stated that 3.0.3.8 is not supported on the 7.4 PHP platform. So my new question is this. Can I load an older version of openccart and load the files from the newer one already existing so I can have my customers, products and pickup where I left off on my invoices. I don't want to have to start over.

You can use older PHP versions, as long as your web host will allow it. Try downgrading to 7.3 and see if that helps.

If not, then there is a PHP 8 compatible version of 3.0.3.8 available here:

I assume that would also work with PHP 7.4, though I haven't tested that myself. Upgrading should be as simple as uploading the new files over the old ones, but you should make sure you do a test on a duplicate version of the site first, just in case.

OpenCart 3.0.3.8 should work just fine with PHP 7.4, so your webhost was wrong.

Also, have you done the obvious and check for the existence of the missing file it complains about:
/hermes/bosnaweb24a/b2244/ipw.lclfgear/public_html/system/startup.php

BTW.: It seems you are not using the original index.php and admin/index.php files, because these would include above file in line 17, not line 21 which doesn't exist.

On the index.php around line 17 it talks about VQMod...does that make a difference. I'm not too sharp on the coding...

I have the original files downloaded but cannot get into the admin panel to do a true backup... If I reload a new version of 3.0.3.8, is there a way to overwrite the files with the current website files and it work...and what files should I avoid to make sure it works...hope this makes sense
