Hi,
I tried upgrading my OC 3031 to OC4011 then OC3038 in many ways and all failed so I'm looking to install a fresh latest stable OC and then transfer all my old data into it.
Any idea what would be the best approuch?

OpenCart 4 isn't yet suitable for a live website, as it's still subject to development and bugfixes.
For a latest stable release, use the 3.0.x.x_Maintenance release for a fresh install. And then use the Export/Import tool for copying your product, categories, etc to your new OpenCart. See our FAQ on how to do that.
