He's probably talking about so-called Progressive Web Apps.

Many people these days don't know what a 'web browser' is which already exists on mobile platforms, too. And then there are those, especially of the younger generation, who don't don't know what the word 'software' stands for, they only know the word 'app'.

Anyway, OpenCart already uses a responsive web theme, and most 3rd party theme are responsive, too, and work on any mobile screen size.
