I'm using version 2.3.0.2. I've been getting hit with a lot of bonus registered customer. I know in the other version there was away to block IP address. I don't see that in this version 2.3.0.2 So far I've gotten over 30 of these, is there away to block these ip address?

Well there are several method available are to block these IPs.
You could use .htaccess file or some firewall from some 3rd party provider.
You can add this code to your .htaccess file in root
Just make sure you don't block the actual customers.
