I´ve been searching for the fix on this for some time now, found some posts about the same issue but really no solution.
I have a new installed OC 3.0.3.8 (only added Swedish language pack, but issue was prior to this)
The start page is not rendered correctly. Its like no CSS is used.
But as soon you click on any product or the logo the site looks as it should.
Why is this problem?

You need to edit your config.php files to make all the URLs use https. Then redirect http to https in htaccess. Search this forum, there are a lot of examples.
Also, are you using a sub-domain, e.g. nya.vattenfilterbutik.se ? Or is it supposed to on your main domain vattenfilterbutik.se ?
Make sure you use correct config.php and admin/config.php files with URLs always starting with 'https://'!
And use the correct base in your .htaccess

It looks like in is only SSL sites (https://) haveing the problem with weird stylsheet loading problem
http works in chrome?
So, the config file did have https urls set to http.. but changing this to https only made it worse as the https urls dont load properly in chrome(in firefox its ok)

The old(main domain) is on antoher webhost/server and diffrent CMS(OScommerce)
We are chaning to OC and new webhost provider.
So when everying is up and running correctly on the sub-d "nya.vattenfilterbutik.se" we will remove the old and take away the sub-d

I change the config files to only call for https.

That's the correct way to set https. Older version of OpenCart did allow mixed http and https. However, in OpenCart 3 you have to set both to https.
