Not the first to post about this issue, I hope this post will bring some clarification or spur some action. In the USA, PayPal sales agents are pushing this solution by actively calling site owners. I personally got three separate calls and multiple emails from PayPal for different accounts and when I finally agreed to do this upgrade I was sorely disappointed.
Here's a summary of the experience.
Installed on V 3.0.2.0 as well as 3.0.3.8 (no theme on the 3.0.3.8 )
Install and connect was successful despite a red error message at the top "you are not allowed to perform this operation"
No log entries despite debugging turned ON
Card payment with 3D ON, failed after successful code entry on the popup screen
Card Payment with 3D OFF, failed with " The request was refused" message.
PayPal Payments was successful.
We are using Settlement Method "Authorization" and to my surprise the order admin area has no facility to capture, partially capture, or void the transaction.
This is a major turnoff, and a downgrade from functionality available in the good old "Express Checkout"
Never had issues with OC payment system, the most important part of any shopping cart system. This is a first. Hope the powers to be will fix this soon. AND alert PP that they should stop contacting Opencart site owners, its a huge problem.

I did, but nobody is home. Plus, in 3.0.3.8 this payment option is built in, thus not really a marketplace extension. Happy to go where needed with this to help bring about a solution. There doesn't look to be any code for managing transactions, so that would have to be done in PayPal.
