Admin only has blank Dashboard

I did a clean install of 1.5.6.4 just to get the default to store to come up before I added my store content. I can log into admin but there are no menu options, just the dashboard graph. When I display the store, there is this big blue square at the top and the content for the default store is below that. I just the user group permissions and they look right. I have google it and also searched in bugs in this group and didn't find an answer.

Looks like your configs are not set correctly as that looks like CSS isn't loaded.
Also I would recommend you do not use 1.5.x but at least 2.3.0.2.

My production store is in 1.4.9. I was trying to upgrade gradually. 2.3.X has issue with the serialize and unserialize that I have to overcome. But I am going to get there.

Would the CSS cause my Admin not display the menus?

No. Right now I am working in a local environment (Xampp) to get it working before I go live with it. I seen where you get permission denied on all the menus but I have not seen where you don't have any menus options.
