Fatal error: Class 'Payment' not found in /home1/pissantf/public_html/indeliblegifts/store/catalog/extension/payment/epath.php on line 2

This happens when trying to check out using visa/mastercard

Can anyone explain why I am getting this error?

It means it cannot find the class called payment

In the zip download, there is a file named install.txt with instructions
Have you followed those instructions to install it?
In Open Cart's Admin:

4)*** For Version 0.7.8 only. Not required for version 0.7.9 ***
In the Admin GUI, go to Admin - Configuration - Users - User Group
  Click on the Update icon for Top Administrator. In the Access and Modify sections, you'll see
"payment_epath" values that are unselected. Click on them while holding down Ctrl so
you don't unselect the others, and click the Save button.
If you don't do this, you'll get a "Permission Denied" error when you try enable the extension

5) Click Extensions > Payment
  Click Insert and under the General tab, enter :
Extension Name: epath Payment Gateway
Description: epath Payment Gateway

  Under the Data tab:
Code: epath
Directory: payment
Filename: epath.php
Controller: payment_epath

  Click Save

5) Click List to see the all the Payment Extensions. The epath Payment Gateway should be there with a big
Plus (+) next to it. If you did everything above, click the + to install

6) Click on the spanner to Enable the epath Gateway

Yea, I actually installed a couple time to make sure I was following the correct instructions. But I think I realized I dont have the epath gateway

You don't require an ePath account for this
It hooks up to the ePath "demo" account.
What version are you on. This should work for version 0.7.8 and 0.7.9RC3
Have you tried installing the bank deposit or check/money modules. The install process is the same as these.
