I can't find a way or an extension to setup different shipping costs for different locations and for different product quantities.
I want something like that:
Item1*1 | Item1*2 | Item1*3 | Item2*1 | Item2*2 | Item2*3
Location1
Location2
Location3

Well, if really nothing matching exists, in the Extension Section:
https://www.opencart.com/index.php?rout ... /extension
and/or by searching my personal Github OpenCart Archive, matching
your OC Version + Theme, you have to get it made by one of the Pro's:
https://github.com/IP-CAM
And from next time on here, without mentioning your OC Version and Theme,
better don't expect much of value in return, it's a technical Place here, and one
need Figures and Facts, to eventually reply in the first Place... ;)
It's worth to them, what it's worth to you, so, take the time, to explain yourself ...

Category & Product-Based Shipping can do this. It can do quantity-based rates and restrict those to certain products, categories, or manufacturers. You can then combine multiple rates into a single cost to the customer, if they have multiple products in their cart.

Feel free to take a look at the screenshots and demo site, and if you're interested let me know at www.getclearthinking.com/contact if you have any further questions.
