Integrate a new local payment gateway

Hi,

I need a custom integration for my opencart store. What I need is to add a new payment gateway from a local bank in El Salvador.
The payment method is called Wompi, the API documentation is at the following URL: https://docs.wompi.sv/

- I want a plugin, so I can install it by myself in another store if I need it.
- It has to be compatible with all default opencart extensions: shipping, delivery, coupons, discounts, etc.
- Opencart version: 2.3.0.2 (It needs to be compatible with 3.x also)

I could create such extension for you since I'm quite experience in APIs, but documentation is in Spanish (or Portuguese). If you can provide documentation in English, we can discuss the task.
