Paypal Website Payments Pro -API error

My problem happens at checkout. An error message comes up that says: You do not have permission to make this API call.

1. I am using ver. 1.4.8
2. I have SSL enabled and the certificates are all working perfectly on the server.
3. I have confirmed that all three API fields are filled out correctly in the "module"
4. I have confirmed with paypal that the credentials are all setup correctly
5. Sandbox Mode is OFF

I cannot process any payments on my site until this problem is rectified therefore any help you can give is greatly appreciated.

This doesn't really help me since I have confirmed that my TEST mode is set to OFF. It seems that everyone else's problems stemmed from not turning the test mode off.

I have followed all of the steps in the website payments pro configuration as outlined in the following link:

Now I'm at a bit of a loss. None of my websites are working with this and I wonder if there is something on my server side that I need to configure.

I am running on a apache server 2.2.14 php 5.3.1 on a win32 machine. through a dedicated IP address.
SSL certificate is installed and confirmed working correctly.

Well the simplicity of it is that the message comes back directly from paypal's servers. So the communication is working fine on your site. Be sure you are using "signature" for your Paypal API and not "certificate". Aside from that, you may need to contact paypal to ask about your account settings and why you are getting the error. I believe most people using the opencart Paypal Pro module do so without issue as I've never seen this mentioned before.

As you are using 1.4.8, be sure that you have the 1.4.8b patch which offers some bug fixes

This IS perhaps where I am having my problem.
Where would I even configure the email in the paypal module? Your advice on this is most appreciated.

No there is no email in the config. I meant like an email validation or something. But I use the api for my paypal express mod without issue and don't remember having to click an email link to enable the account or anything. From what I remember it was straight forward. The next step would be to contact paypal and have them analyze the message being sent to them from your site
