No OC version posted. However, also ensure your admin - > systems - > settings - > add / edit settings default language is configured along with your admin - > systems - > localisation - > languages page.

Language displayed is determined in order:
1) as set in the session if present and available (the current language as determined or set by user)
2) as set in the cookie if present and available (the previous/current as stored in the browser as cookie)
3) as set in the browser as preference and available (set in browser as languages accepted)
4) as set as your default by you in admin.
in other words, the default is not an override, it is set as last resort when all others fail.
