when i downloade the opencart 0.7.8 I understand everything in the install file except the mysql. It says "Make sure you have installed a MySQL Database which has a user assigned to it
  DO NOT USE YOUR ROOT USERNAME AND ROOT PASSWORD"
Most of the time when downloading a module it gives an mysql to download but 0.7.8 doesn't. does this mean I have to create one myself I dont know much about mysql.

First. Welcome to OpenCart :)

Second. I would highly recommend you download the latest version of OpenCart 0.7.9 RC3 to avoid any future problems.

Third. Mysql is something that you have as part of your hosting plan. If you are hosting on your own PC, you would get something like EasyWamp or Xampp that has everything you need all-in-one. OpenCart isn't a "module". It is a cart

Fourth. You need to use phpmyadmin to create a new database and the warning just recommends that you create a new name, in case anything bad were to ever happen you'd have your main user/password to fall back to and keep secure. It's just the usual fine print warning message
