1. shall the template also be converted or do you want to use a new one
2. which additional extensions are installed - and should be adopted (if not compatible with 3.x)
3. do you plan to use new extensions (in case the already used is not available for 3.x)
4. are there some custom made extensions
5. is the core modified (I know too many devs especially from the east, who edit primary core files instead of building an extension or event)
If you get a quote without all these details, forget it!
You will be surprised how much you have to pay additionally to get a full completed shop.
